Database of Table Index, Corresponding Equivalent Citations, Follow Up, Statute Index of the judgments of Supreme Court of India completed. A Five Level Head-note system for Subject Index prepared. First software for retrieval of database prepared in Existing software WESTLAW (U.S.), LEXIS-NEXIS (U.S.), CLIRS (Australia) and NETLAW (Singapore) analyzed. All were found to be text based software promoted by publishing houses. Such software did not provide satisfactory search results because voluminous data was retrieved from the text or from the catchwords provided. It is almost impossible to browse through each search result. The result was a cumbersome process to replace an existing cumbersome system. A practical solution was, therefore, devised by development of a menu driven system containing drop down menu and linking databases to the text. LAWINC silently continued its effort in the development of the database and software. |

PC World, India and PC Quest carried a news item on the database and retrieval programs prepared by LAWINC. Overwhelming response was received, some from even remote corners of the country. However, the software needed further modifications, as it did not provide interlinking between the databases. It was then decided to put in more effort before finally launching the product. |

Proposals were received for the development of the program in Windows, SQL, Power builder and C++ but the idea had to be shelved as the available data showed that very few members of the legal fraternity were using Windows environment at that time. |
1992-95 |
Dipankar P. Gupta, Former-Solicitor General of India, K.T.S.Tulsi, Former-Additional Solicitor General of India and Harish N. Salve, Senior Advocates showed keen and serious interest in the project and fully supported the concept, despite its slow pace. The program and data was developed using FoxPro. At the end of 1995 the concept took a global form inasmuch as some international software and marketing concerns showed interest realising the potential of the product. Apart from SPOTLAW, which was the case law retrieval system, other software like PLEA and STAT-SCOPE were also developed, to meet the growing needs of legal professionals. |

Some of the products created by LAWINC were tested in the Windows environment. More products were added. |

Hon'ble Justice M.M. Punchhi, Chief Justice of India, inaugurated the web site of LAWINC (http://www.indiaconnect.com/lawinc.htm) launched on the Internet and formally released DIAL-N and LOCATOR. This was the first legal web site launched in India. VSNL joined hands with LAWINC and made a presentation of the their efforts. The Asia Pacific Legal 500 in its 1997 edition at page 171-172 acknowledged LAWINC's contribution in the following words : "The most visible sign of a profession gearing itself up to challenge the dominance of international law firms has been the launch of the country's first Internet legal directory, under the title Law Information Center (Lawinc). Installation of LINC-APEX Version 1.0 commenced. A software in FoxPro was developed consisting of all the 1997 judgments of the Hon'ble Supreme Court and Delhi High Court. The data wasinstalled on the hard-disc of the users. |
