It took Aruneshwar Gupta five hours to locate the case of Ujam Bai versus State of U.P. in 1982. Since that day he had a deep-seated desire to develop a systemic technique of keeping records. It has taken him a while but Gupta is finally ready with what he calls "by far the most comprehensive package of law-related study in the world". LAWINC '98 is a CD-ROM priced Rs.11,000 and it contains some 680 record books. The 43-years-old Gupta, a third generation lawyer, says his dream of developing an efficient tool for keeping records became a reality with computers. "After all," he puts it, "lawyers are like surgeons - the better the tools, better is the quality of service." India’s first legal electronic directory has been launched on the Internet. The directory, called Locator, was created by the Law Information Centre, a company formed by Indian lawyers, including the former Solicitor General Dipankar Gupta. The Locator, a who’s who of India’s legal profession, can be found at the Law Information Center's Web site, which is still being developed. The site should also soon include press cutting on legal issues, articles, a database of Indian legislation and legal information for the general public. Assistance secretary Nikilesh Ramachandran said many lawyers in India had access to the Internet. We did a couple of seminars before we set up the page asking lawyers whether they would be interested and the reaction was positive he added. "It is a big leap for us and it will take us a few months to get the products up and running." The company has yet to decide a pricing structure for its information service. Law information center a non-Govt.Organisation was conceived in 1982 and was registered in 1994 as a society under the Society Registration Act, 1860. LAWINC was founded by a group of prominent dedicated lawmen as Mr.K.T.S.Tulsi Senior Advocate Ex-Additional Solicitor General of India, Mr Arun Jaitely Senior Advocate, Ex Solicitor General of India, Mr Harish.N.Salve Senior Advocate, Mr. Gopal Subramniam – Senior Advocate, Mr. Aruneshwar Gupta – Advocate and five others. Lawinc was founded with the fundamental objectives of collecting, analyzing, processing, and sorting generating retrieving and transmitting full and updated information related to law through software development, so that delays, arrears and inconsistency in the legal system can be reduced/eradicated. The formal launch of two legal softwares of Lawinc as on Internet – Locator and Dial-N was done on 7th November 1996 by Hon’ble Mr Justice M.M.Punchhi, Judge Supreme Court who is also the chief guest of the function. Dial-N is the date and subject wise Daily Indian Abridged Legal News published in leading national Newspapers, and also as available from the bar which may not have been published as certain information is only available to the bar members.

The country’s first legal electronic directory has been launched on the Internet. The launch is the result of efforts made by a group of prominent legal persons who teamed up to form a company called Law Information Centre (Lawinc). The company was founded with the objective of collecting, analyzing, processing and transmitting full and updated information related to law through software development. Among those associated with Lawinc are former solicitor general Arun Jaitely, former additional solicitor general K.T.S.Tulsi and senior advocates Harish N.Salve, Gopal Subramaniam and Aruneshwar Gupta. The two legal software packages that have been launched on the Internet are ‘Locator’ and ‘Dial-N’. Locator is the first electronic directory of the Indian legal fraternity. It lists legal organisations, courts of law, advocates, teachers and other persons connected to the legal field. The software will help facilitate faster interaction between lawyers and their clients in India and abroad. It will also help clients locate lawyers in specialised fields.

Thanks to the Law Information Centre, Lawyers can access every thing they ever wanted – information about judges, lawyers, unbeatable case references ranging from Australia to America, case histories and more. The legal electronic directory on Internet in India was launched last week by Supreme Court Judge M.M. Punchhi. The Law Information Centre has accessed two legal software on Lawinc website on Internet Locator and Dial-N. All the lawyers now have to do is to have computers with Internet connection and then e-mail to "aruuneshg@giasd101.vsnl.net.in" and then go cyberspace surfing on matters legal. On the occasion of the formal launch of, Lawinc on Internet, Justice Punchhi said, The massive database that sophisticated technologies has brought about will help save time tremendously, help effective court management and streamlining of case. Further, concealment of legal information will not be possible as everyone will have access to the same information." "This will be the court of 21st Century," said Justice Punchhi. However, Justice Punchhi who admitted he never familiar with these gadgets, had his apprehensions too. "With the advent of these sophisticated systems, thinking will recede to the background. One may travel, entrap and gather much (information), but it may come to a standstill and mere ornamentation to the thinking process."

Thanks to the age-old system and practices followed at the courts while dealing with hundreds of thousands of cases. This situation is accentuated by the limitation and uncertainty in knowledge gathered through digests, manuals, case diaries, notes etc. Delay arrears and inconsistency exist because the legal system has not been able to keep pace with the developing and changing statutes and case laws, felt the lawyers. Lawinc was founded by eminent lawyers, the fundamental objective of the organisation is to collect, analyse, process, generate, retrieve and transmit comprehensive information. For the moment, layers can access two website at the Internet through Lawinc Locator and Dial and Dial-N, But more website are in the offing, Locator is the first which lists legal organisation, courts, advocates, teachers and others connected in the field, in India and overseas. "It would help in creating faster interaction between lawyers and their clients in India and abroad, and also help clients to locate lawyers specializing in various fields. Any client can locate a professional of his choice on parameters like name, state, category, area of specialization and courts of practice," said Aruneshwar Gupta, president of Lawinc. "The search result would pinpoint the exact professional needed." The second software offered on Internet is Dial-N, This website will provide the date and subject-wise daily legal news gleaned from newspapers and from the Bar. Further, Lawinc has already created software and data bank in certain sections like a selected recommendations of National Human Rights Commission, 94-96 in printed book form ‘LIC 001 NHRCR 00001’ on the website. The other software that are on the anvil are Spotlaw (database of Case Law) Stat Scope (Software of various acts, rules, orders and regulations), DHRUVA (published articles and other court related information) Vakalat (basic knowledge for a novice), Plea (file organizing and bulling system), MyOle (personal files and retrieval system) and COLA (Calendar Of Lawmen Activities).

The Past and the present of the Indian judiciary and legal professionals can now browsed on the Internet. The Law Information Centre (LIC) has launched a software on the Internet which the petitioners and respondents to evaluate the past performance of all Indian lawyers. Researchers, law ministers and school can also know the number of cases and pending before the Supreme Court with full text of each case. The lawyers and judges who were party to anyone can also be known through this software. Lawyers and judges can also save time finding all precedent trials and their corresponding references by the press of a button. All these can be done minutes through the home page of the Law Information Centre on the India connect Lawinc World Wide Web. Called the Locator, Dial-N, Spotlaw, Stat-Scope, DHRUVA, Vakalat, Plea, MyOle and Cola, these software can answer practically all questions pertaining to the Supreme Court cases, judges and its lawyers free of charge, claims LIC president Aruneshwar Gupta.
"The Locator is a massive database of the Indian legal fraternity with their specialties and place of practice. The "Vakalat" is a short form for Various Anecdote and knowledge Around Law for Advocates and Trainees. "DHRUVA" (Draft, Help, Research Utilities and Vital Assistance) is a software using database of articles published in various journals, textbooks and other information like court fees, practice and procedures followed in different courts, formats of petition, deeds and other documents’ said Mr. Gupta. "Spotlaw", according to Mr. Gupta is the facility for the lawyers and judges. This software helps legal professionals to text search an interlinked database of Cause titles, corresponding citations, statue index, subject index and random search with respect to the judgements of Supreme Court, high courts and of the courts of Australia, Canada, UK and USA. "Spotlaw" is aimed to help the lawyer's search for precedent cases suitable to their reference and arguments. We also plan to network the Indian High courts in this software," said Mr Gupta. Dial-N which has already been launched gives a date and subject wise daily abridged legal news published in leading newspapers and as available from the Bars. Stat-Scope to be launched in February is a software giving statues in the Constitution and its amendments.
